The structure was originally constructed between 1929 and 1937 as the headquarters of the District Directorate of State Railways, designed by architect Franciszek Krzywda-Polkowski. The building occupies a prominent position at Theatre Square and serves as a central hub for the regional administration of Kuyavian-Pomeranian Voivodeship. Its functional modern design reflects how civic institutions are housed in this historic city.
