The building was designed in the 1930s using modern principles and represented a technological advance in military architecture. After severe damage from bombing in 1999, a comprehensive reconstruction program between 2000 and 2001 brought the structure to its present condition.
The building takes its name from a technical square and shapes the cityscape with its distinctive tower rising above surrounding structures. The facade shows the functional elegance of modern architecture characteristic of military facilities from that era.
The building stands on Aviatic Square and is a notable example of modern urban architecture visible and viewable from the street. The central tower serves as an orientation point and makes the location easy to identify, especially when moving around this part of the city.
