The Saint Petersburg City Duma consists of the main building and a pentagonal tower reaching 47.5 meters in height on Nevsky Prospekt.
The building commenced operations in 1786 when the guild house transformed into the city council, marking a crucial development in Saint Petersburg governance.
The Duma building hosted lectures of the Free University and concerts of the Russian Musical Society during the 19th century.
The tower clock mechanism, modernized in 2014, rings every quarter hour and remains the second largest timepiece in Saint Petersburg.
The pentagonal tower served as a fire signal station and formed part of the optical telegraph system connecting Saint Petersburg with Warsaw.
