The Municipal Institutions Building at Sadovaya Street is an eclectically designed structure with numerous windows and decorative elements on a street corner. A distinctive angled tower marks its form at the intersection of two thoroughfares.

The building was completed in 1906 following a design competition open only to architects employed by the city. During the Siege of Leningrad in World War II, it suffered artillery damage in 1944.

The building displays a blend of different architectural styles that you notice right away when passing by. Since 2009, decorative owls have been added to the facades, giving the place an unexpected character.

The ground floor contains retail shops with original faceted glass windows, while upper levels house various government offices. The location at a major street intersection makes it easy to find and navigate through the area.

The building carries visible marks of war damage that show how severely the city suffered during the siege. These physical scars tell a story of resilience and recovery.
