The structure was established in 1684 as a gathering place following Qing Dynasty control over Taiwan. It served military personnel who had arrived from Fujian Province during that period.

The hall displays traditional household items and protective talismans that reflect daily practices in the Anping community. These objects help visitors understand how residents organized their lives and what they valued for protection.

The building sits in a quiet side lane near Anping Old Street and offers free entry to explore. Visitors should be prepared for narrow pathways and wear comfortable shoes to walk through the courtyard and viewing areas.
