The center began from plans initiated in 1995 and construction started in 1997, completing in 2005. Architect Huang Yong-Hong directed the entire project from conception to completion.

The center is located on Jian-guo Road and has multiple rehearsal spaces with technical support for different performance types. Visitors should explore the grounds to find different areas and understand how each space is used.
The grounds contain specialized stages like the Water Pavilion Stage and Lotus Hall, each designed specifically for exhibitions and group rehearsals. These separate areas allow multiple different events to happen at the same time.
