The complex was established in 1977 as a central reburial site for soldiers and fighters gathered from various parts of the city. It became the main place where the city consolidated its remembrance of military losses from the war years.

The site sits about 2 kilometers from the city center and is easily reached on foot or by public transportation. The open grounds allow visitors to walk at their own pace and spend time in quiet reflection.
The grounds also hold two recipients of the Soviet Union's highest honor, buried among those memorialized here. These special graves link local stories with national recognition within the same place.
