The institution was founded in 1877 by local figures, including Sofia and Oleksandr Rusov, who shaped its early direction. The library suffered heavy damage during World War II and lost much of its collection, but it was rebuilt and gradually restored in the years that followed.
The library is named after the writer Vladimir Korolenko, who was born in Ukraine and whose works are held in the collection. Visitors walking through the reading rooms can see how printing and book design changed across the decades of the 20th century.
