The department was created in May 2006 as a successor to the Office of the Deputy Prime Minister and has been renamed several times since. In September 2021, it began relocating part of its work to Wolverhampton.

The building is not open to the public as it serves as a workspace for civil servants. Visitors can view the exterior facade from the street when walking through the Westminster government quarter.
