The Consejo Consultivo de Andalucía is the highest legal advisory body of the Autonomous Community of Andalusia, based in the Palacio de Bibataubín on Plaza Bibataubín in Granada. It reviews draft legislation and issues opinions on legal questions referred to it by the regional government.
The council was created following the establishment of the Autonomous Community of Andalusia to ensure that regional laws and decisions stayed within the bounds of the Spanish Constitution. It gradually took on a central role in the legal life of the region as Andalusia developed its own administrative structures.
The council meets in a historic palace that sits on one of central Granada's public squares, making the building visible and approachable from the street. Former presidents of the Andalusian regional government automatically become permanent members of the council and serve until the age of 65. This rule means that the body can include people who have led the region sitting alongside lawyers elected to the role, which is a rare arrangement within Spain's advisory bodies.
