The memorial was inaugurated on October 8, 1960, after initial proposals during the 1946 bicentennial celebrations of Goya's birth were delayed due to funding.
Federico Marés created bronze sculptures depicting majos and majas from rural Spanish life, drawing inspiration from Goya's tapestry designs.
The monument stands near the Cathedral of Salvador and La Lonja, making it an accessible stop on a walking tour of central Zaragoza.
A 1990 renovation by architect Ricardo Usón transformed the memorial's surroundings into water features, altering the original intimate setting intended by the sculptor.
