The site once housed a cavalry barracks complex that ceased military operations in the early 1980s and was subsequently transformed into public green space. This conversion changed the location from a restricted military installation into an accessible recreational area for the neighborhood.
The gardens serve as a neighborhood gathering place where families picnic beneath pine trees and hobbyists sail model boats across the water. The lake with its planted islands functions as a focal point for leisure activities throughout the year.
