The facility emerged during Kawasaki's modernization of public services and became an important part of local infrastructure in Asao Ward. Its development responded to the community's need for additional meeting and educational spaces.

Two libraries within the facility hold a collection of Japanese literary works and educational materials that locals freely access. This space serves as a gathering point where the neighborhood shares knowledge and preserves cultural works.

The center is easily accessible via the Odakyu Electric Railway network, with regular shuttle bus services linking to major transport hubs. Visitors should note the different entrances depending on which sections they plan to visit.

The complex features specialized game rooms where visitors can play traditional Mahjong, an activity with deep roots in Japan. Adjacent to these spaces is a shop selling Japanese products carefully chosen by a Heritage Committee.
