The structure was built in 2005 as part of an urban renewal project that modernized an underused commercial area. This development marked the district's transformation into a modern, transit-focused center.

The library serves as a gathering point where visitors and residents explore materials about the local region. Many people pass through to discover collections focused on the area's history and character.

The building connects directly to Kitanoda Station, making it easy to reach by train. If you drive, parking spaces are available within the complex.

The building was designed by Showa Sekkei and built by Konoike Construction, representing collaboration between established Japanese construction firms. Its reinforced concrete construction provides a solid foundation meant to last for decades.
