The site was acquired in October 2005 on land that previously held a Labour Exchange building from the late 1940s. The project received planning approval but collapsed when the developer faced financial difficulties in 2010.

The building remains visible but inaccessible to visitors as it is an unfinished structure under security restrictions. The best views are available from the surrounding streets, particularly from Aytoun Street itself.
