John Bell created the iron statue in 1862 for the London Exhibition, and it was later transported to Warrington where Frederick Monks oversaw its installation in 1899. The year of placement marked 300 years since Cromwell's birth and reflected the town's connection to events from the English Civil War period.
The statue stands near Cromwell's Cottage on Church Street, where he commanded forces during the second English Civil War in 1648.
