Portland City Hall is a large granite building on Congress Street with a three-story central section and a 200-foot tower at its center. The side wings display Tuscan columns that frame the main facade symmetrically and create defined entryways.
Architects Carrère and Hastings completed this building in 1909 as the fourth city hall, after three previous structures were destroyed by fires. The completion marked an end to the series of disasters that had plagued the municipal government.
The building houses the Merrill Auditorium with seating for over 1,900 people and a historic organ that continues to host concerts and events today. The instrument draws musicians and audiences from across the region and remains central to the city's cultural life.
The building is accessible from the public sidewalk with broad stairs at three separate entrances that are easy to spot. Inside, administrative offices and public meeting spaces occasionally open for city events and tours during business hours.
The central entrance displays the city seal above its doorway and was designed as the primary formal access point. This detailing shows how the architects gave special importance to creating a dignified passage for officials and visitors.
