The facility construction started in 1999 through a collaboration of six national laboratories, reaching operational status in 2006 with an investment of 1.4 billion dollars.

The facility contains 24 neutron beam stations where researchers perform experiments after submitting proposals through their institutions for specific time allocations.
The mercury target receives 60 pulses per second from accelerated protons, releasing between 20 to 30 neutrons per collision through the spallation process.
