Architect Jules Henri de Sibour designed this building in 1924 with early 20th-century commercial and residential standards in mind. It earned recognition on the National Register of Historic Places in 1978, securing its preservation status.

The building housed prominent residents including Tallulah Bankhead, Charles Lindbergh, and Robert F. Kennedy, who left their mark on Washington's social circles. Their presence made this address a gathering point for influential figures throughout the 20th century.
