The memorial features inscriptions in gold letters identifying Alexander II as Tsar the Liberator, along with detailed biographical information about his governmental achievements.
Visitors can access the monument on the grounds of Don State Technological Institute, where it serves as an educational landmark for students and tourists.
Pavel Eduardovich Kulikovsky-Romanov, the great-grandson of Emperor Alexander III, conducted the opening ceremony of this memorial funded entirely through public donations.
