John and Carrie Klock donated the land to Benton Harbor City Council in 1917 as a memorial to their daughter Jean, who died during childhood. This gift established the public space that exists today.

A section of the park houses three holes of Harbor Shores Golf Course, where Benton Harbor residents can play at reduced rates compared to standard green fees. This creates an unusual blend of golf and public waterfront recreation.
