The building originated as the Royal London Hospital in 1757, designed by Boulton Mainwaring. It was transformed into a modern town hall following a comprehensive renovation completed in 2023.
The name references the weaving trade that once defined the East End community. Inside the foyer, a ship bell from HMS Crane sits on display, connecting the building to the area's maritime past.
