Constructed between 1902 and 1903 by Ferenc Sztarill's firm following Kálmán Rimanóczy Jr.'s winning design, the building replaced an earlier diocesan residence and was inaugurated in January 1904 by Mayor Károly Rimler.
The building's facade displays four allegorical figures representing civic virtues alongside the city's coat of arms, while interior frescoes adorn the main staircase, reflecting early 20th-century architectural and artistic traditions.
The city hall operates Monday through Thursday from 8:00 AM to 6:00 PM and Friday from 8:00 AM to 3:30 PM, providing municipal services, administrative procedures, and public access to the clock tower museum.
The clock tower houses a firefighting museum showcasing the city's fire service history and offers panoramic views of Oradea from its observation deck, originally serving as a fire lookout point.
