The structure features a central courtyard surrounded by administrative offices and meeting spaces, along with a well-organized interior layout that supports municipal functions.
Architect Cosman Citroen designed this administrative center between 1923 and 1927, incorporating New Indies Style architecture adapted for Indonesia's tropical environment. This construction period reflects Surabaya's urban development during the late colonial era.
The building displays Dutch colonial influences through its classical columns, decorative moldings, and cubic forms that create distinct shadow patterns across the facade. These design elements continue to shape how locals and visitors perceive this important civic space in the city.
The building features double-layered roofs and wide galleries that regulate interior temperature, while numerous windows allow natural light and air circulation. These climate control measures make visiting more comfortable during the warmer months.
