St James Parish Hall is a red brick building on Russell Street with a steeply pitched terracotta tile roof and exposed timber trusses. The structure features decorative wooden brackets and a hollow wall construction that improves ventilation while keeping building costs down.
The building was designed in 1912 by architect Henry James Marks and stands on land donated by James Taylor. Taylor was an important figure in Toowoomba's early growth and development.
The hall has served the community since opening its doors, offering reading rooms and a library where local people gather together. Spaces inside remain in use today for parish meetings and activities that bring neighbours together.
The building features casement windows that can be opened to let in air and light as needed. It sits on Russell Street in a central location that is easy to reach and walk around.
The building is crowned with three different turrets, each topped with its own decorative finial design. A distinctive brick fence with cross-shaped concrete trim runs along the property's edge.
