The construction of this administrative center began in 1938 through a Works Progress Administration grant and reached completion in July 1939 at 1.67 million dollars.
The main entrance displays medallions of historical lawgivers, including Thomas Jefferson and Julius Caesar, reflecting the principles of governance and justice.
The building hosts city council meetings on Tuesdays and Wednesdays, with offices for the Mayor, City Controller, and various administrative departments.
The lobby floor contains bronze inlays and marble decorations, while sculptures by Herring Coe and Raoul Josset represent themes of community governance.
