The building arose from a 1999 design competition held by the General Services Administration to replace the older Eugene Federal Building. Construction was completed in 2006, bringing a modern courthouse facility to the city.

The building displays artistic installations with metal sculptures representing the Willamette River watershed on its grounds. These works connect the architecture visually to the surrounding landscape and local environmental heritage.
