Architect Joseph Diongre originally designed the building in 1908 in neorenaissance style but reworked his plans after World War One. The final modern structure was built between 1937 and 1939 as a reflection of new design philosophy.
The building carries the municipality's name and serves as a symbol of local governance in the neighborhood. It functions as a place for civil ceremonies, public gatherings, and community events that connect residents to their area's civic life.
