The monument was erected in 1933 during the Soviet era and has shaped the central square's appearance since then. After being removed during World War II, it was restored and returned to its original location.

Sculptor Matvey Manizer created the work alongside architect Iosif Langbard, who designed the adjacent government building. The two structures were conceived as a unified composition and remain visually connected today.
