C.D. Howe Building, Federal office tower near Parliament Hill, Ottawa, Canada
The C.D. Howe Building consists of two connected 11-story towers housing federal government offices and an internal shopping center. The complex includes about 50 retail spaces called 240 Sparks and provides underground parking for visitors and employees.
The building opened in 1978 after Olympia and York constructed it on federally leased land under an agreement that extended to 2012. This long-term lease arrangement shaped its role as a modern office complex near Parliament Hill for decades.
The building's main atrium showcases extensive indoor gardens and a large waterfall that blend architecture with nature. On colder days, these green spaces inside become gathering spots where office workers take breaks and enjoy a bit of greenery.
The building is accessible by foot with wide sidewalks and clear signage for visitors. Those arriving by car can find parking below ground and enter directly into the complex from there.
The rooftop features indigenous plants and green roof technology covering more than 60 percent of available space, where rainwater is retained and temperature regulation naturally occurs. Most visitors walking below never notice this hidden ecological layer on top of the building.
