The Volkshaus is an eight-storey cubic, stepped-frame building clad in red clinker brick, completed in 1930–1932 to Eduard Lanz's design. It closes the Bahnhofstrasse to the east together with the Hotel Elite, on the site of Biel's second station of 1864. Its forward annexe now houses the Rotonde restaurant, and the building also holds teaching rooms for the conservatory and music school.

The Social Democratic Party's 1919 and 1921 majorities opened the "Red Biel" era under mayor Guido Müller, and the Volkshausgenossenschaft founded in 1919 pushed for a new building on land freed by the relocated station. A 1929 vote approved public funding for both the Volkshaus and the neighbouring Hotel Elite, and Eduard Lanz built the house between 1930 and 1932. Trade union secretariats left in the 1950s; after the cooperative's 1977 bankruptcy, Biel bought the building in 1983 by 8202 votes to 7438 and restored it from 1986 to 1989.

The building's nickname, "Rotonde", comes from the restaurant in its front annex, and locals now use it for the whole house. The Volkshausgenossenschaft cooperative, founded in 1919, ran the house until its bankruptcy in 1977. A 1983 city vote to buy the building passed by 8202 to 7438, and after renovation from 1986 to 1989 it housed the conservatory and music school.

The Volkshaus stands at the eastern end of Bahnhofstrasse, closing the street together with the Hotel Elite; the building is in the Neustadt Süd quarter south of the Schüss. The forebuilding holds the Rotonde restaurant, a name locals now use for the whole house. The city bought the building in 1983 and renovated it between 1986 and 1989.
