The building incorporates elements of modern Hong Kong architecture, reflecting the transformation of Kowloon Bay from industrial area to commercial hub.
The center provides shuttle bus services to Kowloon Bay MTR station and contains parking facilities from the first to third floors.
In 2013, the building increased its commercial profile when Porsche relocated its showroom from Wan Chai to the Billion Centre.
