Built between 1783 and 1788 under orders from the Intendant of Alsace, the facility was designed to serve both military personnel and the local civilian population. This construction reflects the administrative reforms and health priorities of the French-ruled region during that era.

The complex reflects how military and civilian medical services coexisted in one space, shaping the way the buildings are organized and used. Today visitors can see traces of this dual purpose in the layout and design choices throughout the site.

The site is located at 24 rue André-Traband and now houses the University Institute of Technology and Haguenau's municipal media library.
