Following destruction in the 1870 conflict, the community purchased former stable buildings in 1883 that architect Villebesseys redesigned as a town hall. This transformation marked the shift from a rural area to an organized municipal center.

The building is centrally located in Stains and easily accessible by foot or public transport from the surrounding neighborhoods. The distinctive arcades and main entrance are clearly visible from the street level.
A section of the entrance portico originates from the medieval Chateau de la Motte and was carefully preserved when the building was created. This architectural remnant received historical monument protection in 1933.
