Kottuvally Grama Panchayat is a rural self-governing unit in Ernakulam district, in the Indian state of Kerala. It runs along National Highway 66 and covers a mix of farmland, residential areas, and small institutions such as schools.

This panchayat was among the first nine self-governing units set up in the former kingdom of Travancore, giving it deep roots in the region's administrative history. Road improvements in the 20th century gradually opened the area to greater movement and connectivity.
