Kamoenai is a village on the western side of the Shakotan Peninsula in Hokkaido, surrounded by the neighboring towns of Furubira, Shakotan, and Tomari. The settlement stretches across a large area and is shaped by coastal landscapes and maritime geography.
The village was founded in 1906 when three separate communities - Kamoenai, Akaishi, and Sannai - were consolidated into one. This merger shaped the community as it exists today.
The village has long been connected to traditional Japanese fishing, with many people working in maritime trades that shape daily life here. This relationship with the sea remains central to how residents see themselves and their community.
The village is located in a rural region of Hokkaido and is best explored by car if you want to reach the surrounding areas. Visitors should expect limited urban services and plan travel time from the nearest larger town.
With only around 900 residents, Kamoenai is one of the smallest municipalities in Hokkaido and maintains an intimate, tight-knit character. This small population allows the place to preserve its own customs and traditions without the pressures of rapid urban growth.
