Tomari Nuclear Power Plant is an electricity generation facility on Hokkaido island comprised of three reactor units operating at different power outputs. The plant draws cooling water from the nearby sea and occupies a large industrial complex with dedicated infrastructure for each reactor unit.
Construction of the first reactor began in 1985 with operations starting in 1989 under Hokkaido Electric Power Company management. Following the 2011 Fukushima incident, one of its reactors later became the first approved to restart nationally.
The plant's presence has influenced local perspectives on nuclear energy, leading to a 2022 lawsuit by 1200 residents concerned about seismic safety measures.
The facility sits on Hokkaido's coast and can be viewed from public vantage points nearby, though direct access to the site is restricted. Visitors can observe the scale and structure of the complex from designated viewing areas outside the perimeter.
After the 2011 Fukushima incident, reactor Number 3 at Tomari became the first nuclear unit approved for restart in Japan.
