The site originated as a government sheep breeding station founded in 1906 to support agricultural development in the region. It was converted into a public destination in the 1950s when the observation deck was added.
The name Hitsujigaoka translates to 'sheep hill' and reflects its origins as a pastoral breeding center. Visitors can observe sheep grazing freely across the hillside during warmer months, maintaining a rural character in the middle of the city.
The hilltop location is accessible by foot or public transit from nearby transit stations in the area. Visitors should wear sturdy footwear since the pathways on the hillside can be uneven and variable in condition.
