Construction of the stadium started in 1984 under military governor Gbolahan Mudasiru and took 23 years to complete at a cost of N1.3 billion.
Named after Nigerian football player Tesilimi Olawale Balogun, the stadium represents the connection between sports heritage and modern athletic achievement in Lagos.
The facility accommodates 24,325 spectators and serves as the home ground for First Bank FC while hosting national football league matches throughout the season.
The stadium incorporates ACM panels in its facade design with a specific color arrangement that distinguishes it from other sports venues in West Africa.
