The M11 Neva Federal Highway is a toll road in Russia that runs through five administrative regions between the country's two largest cities. The route alternates between forests and open terrain across a total distance of 684 kilometers (425 miles).
Planning for this connection began in the early 21st century when traffic between the two metropolises exceeded the capacity of the existing road. The completed highway opened fully in late 2019 after nearly a decade of construction.
The highway runs through an area where winter daylight lasts only a few hours during some months, causing many travelers to arrive after dark. Rest stations along the route are equipped with facilities that allow extended stops during cold weather.
Travelers can choose between the toll highway and the parallel older federal road, depending on preference for speed or savings. Toll rates range from 1 to 2.5 rubles per kilometer, depending on the section traveled.
Different sections of the highway are managed by separate operating companies, with the North-Western Concession Company handling kilometers 15 to 58. Other parts fall under Avtodor's jurisdiction, leading to varying service conditions along the route.
