The massive structure stands at the intersection of two main boulevards, featuring symmetrical wings and a prominent central facade with classical columns.
The building, completed in the 19th century, transformed from administrative offices into a Soviet Army facility after the Russian Revolution of 1917.
During the Soviet period, the building functioned as a center for military gatherings, theatrical performances, and educational events for service members.
The building opens daily from 9:00 AM to 5:00 PM, with guided tours available in Ukrainian and Russian languages through advance reservations.
The structure contains hidden underground passages that connected different sections, allowing secure movement during various periods of conflict.
