Architect Iosif Abramovitsj Zektser designed this structure in 1913 as headquarters for the Society of Emergency Medical Assistance, marking Kyiv's shift toward modern healthcare facilities. The project emerged during an era when the city was rapidly expanding its medical infrastructure.

The building brought Gothic elements from Western Europe to Kyiv's urban landscape during a period of rapid architectural change. It reflects how early 20th century institutions wanted to appear both modern and connected to historical traditions.
