The stone building features symmetrical facades, traditional columns, and rectangular windows arranged in a classical architectural pattern across multiple floors.

The mansion, constructed between 1784 and 1787 by architect Jean-Baptiste Vallin de la Mothe, underwent additional modifications through 1830 under Vasily Stasov's direction.

The residence belonged to Ivan Betskoy, who established Russia's first public education system and worked closely with Empress Catherine the Great.

The mansion stands at the intersection of Palace Embankment and Millionnaya Street, near the Lebyazhya Canal in central Saint Petersburg.

The building combines two street addresses - 2 Palace Embankment and 1 Millionnaya Street - marking the beginning of the historic Million Street.
