Construction took place from 1784 to 1787 under the direction of French architect Jean-Baptiste Vallin de la Mothe. Russian architect Vasily Stasov later modified the structure significantly until 1830.
The residence belonged to Ivan Betskoy, who established Russia's first public education system and worked closely with Empress Catherine the Great.
