The postal administration building is a two-story wooden structure defined by a conical tower and triangular white window frames arranged across its exterior. The construction consists of five sections of varying shapes, topped by an octagonal pyramid-shaped roof.

Construction of the structure began in 1946 during the Soviet post-war reconstruction period and was completed in 1952, with building materials transported by air from Arkhangelsk. This aerial route was the only practical option for delivering supplies to this isolated Arctic settlement.

The building blends European timber construction with visual references to local Nenets culture, creating a structure that bridges two different worlds. The carved patterns visible on the walls and the overall design echo the tent-like dwellings of the pastoral communities who inhabit this Arctic region.

The building sits in central Naryan-Mar and can be viewed from the street, where its wooden facade is visible from all angles. The warmer months offer the best visiting conditions, as summer daylight makes architectural details much easier to see.

The entire structure was built using materials that had to be flown in over thousands of kilometers for the entire 6-year construction period. This logistical feat reflects the determination to establish Soviet administration even in the remotest Arctic territories.
