The complex opened in 1941 under the name Sogo Tairenjo and was constructed through student labor programs. After the atomic bombing in 1945, it transformed into a refuge for survivors in the area.

The grounds sit about 3.5 kilometers from the atomic bombing's center point. Despite this proximity, the facility itself remained largely intact and could immediately provide shelter and aid to those in need.
