The Shiga Kaikan was an administrative building in Otsu with multiple functions, connected to the prefectural government office through an underground passage. It housed event spaces, a hotel, wedding facilities, and a library that served various purposes for the city over many years.
The building opened on June 15, 1954, with Prince Takamatsu attending the ceremony after a fire had destroyed the previous structure. A cinema hall addition was completed in 1995, but the entire facility closed in September 2013.
The building served local needs by combining a public hall, hotel, wedding venue, and library in one place. This mix of functions made it a gathering point for the community in Otsu.
The site is centrally located in Otsu near the administrative center, which made it easily accessible when it operated. Today the building no longer exists, but a relocated memorial stone marks its historical significance and connection to the creation of the prefectural anthem.
The construction of this building prompted the creation of the Shiga Prefecture Anthem, honored by a memorial stone. After the building's demolition in 2013, the stone was moved to a different location to preserve this musical memory.
