The establishment of Ugura Park in March 1979 marked the creation of a public recreational space within the larger Ise-Shima National Park region.

The Miejima Observatory within the park contains a heart-shaped cove, which has become a destination for couples seeking romantic views.

Visitors can access multiple observation points through designated pathways, with facilities including restrooms and a small parking area.

The Kasaragi Observatory, the highest viewing point in the park, provides full views of the Oyako Ohashi Bridge and Nigiri Bay.
