The Naruto City Public Hall is a modern performance venue built with a steel frame structure, featuring a spacious main auditorium alongside multiple dedicated rehearsal spaces. The facility is designed to accommodate a wide range of events, from concerts to theatrical productions held throughout the year.

The venue was opened to the public in 1961, designed by architect Tomoya Masuda as his first major architectural work. This project represented an important milestone in establishing modern cultural facilities for the developing city.

In its early years, the building housed an unusual roller skating rink that operated alongside the cultural facilities. This recreational attraction was eventually closed due to floor damage that made continued safe operation impractical.
