In October 1988, the venue hosted the inaugural congress of Sajudis, a political organization that played a key role in Lithuania's independence movement.
The building stands on Rinktines Street in northern Vilnius, constructed using Soviet-era building techniques that led to structural concerns and eventual closure.
The Palace represents one of three similar architectural designs from the Communist period, sharing characteristics with venues in Gdansk and former Tolyatti.
