Built in the 1830s, the structure was initially designed to house military officials and recruits preparing for military service. It later transitioned to use as a private residence.

A plaque on the building marks where Gabriel Narutowicz, a notable historical figure, resided during the early 1920s. The marker helps visitors understand the personal stories tied to this part of the park.

The villa is located near Agrykola Street within the park's residential area, surrounded by other historical buildings. Access is limited since it currently serves as a kindergarten facility.
